The article “Regulations and Practice of Casino Reversion in Macao: What Further Should Be Done?” by Prof. Changbin Wang has been published in Gaming Law Review, Volume 26, Issue. 1/ February 2022.

Macao government monopolizes the right of casino operation in the legal sense while in practice it grants the right to a private entity or private entities through the concession system. According to the law, the concessionaires must hand over the casinos (hotels, even connected to the casinos, however, excluded) to the government free of charge when the concession is over. Casino reversion can only be found in Macao. This paper finds that the unique scheme derives from concept of the concession system and the historical practices in Macao. It also finds that the provisions of the law on casino reversion may be too simple to deal with complicated practical problems. For example, a few casinos are not owned nor directly operated by the concessionaires; some casino areas are not clearly separated from non-casino areas. This paper offers suggestions to solve the problems identified.
